  • Bachelor of Civil Laws, Université Laval, cum laude, 1966

  • B.A. McGill University, 1962

  • Presently retired from the federal public service. Active for a number of years after retirement as an independent free-lance practitioner consulting on international law issues and acting as counsel before judicial and arbitral tribunals  (Yugoslavia v. Canada Case on the Use of Force (International Court of Justice), UPS v. Canada (NAFTA Chapter 11 tribunal), and Newfoundland and Labrador v. Nova Scotia (Maritime boundary arbitration based on international law)

  • Employed in the federal Department of Justice from September 1967 until August 1998, specializing in constitutional and international law from 1973

​

  • While with Justice, counsel in various international cases before the International Court of Justice, arbitral tribunals (including Gulf of Maine,  St. Pierre and Miquelon Maritime Boundary Arbitration, Canada v. Spain Fisheries Jurisdiction Case) and the WTO Dispute Settlement Body, as well as FTA and NAFTA Panels from 1982 to 1998

  • Various published articles on constitutional and international law in the Canadian Yearbook of International Law and elsewhere.
